Obstacles to Implementing Knowledge Management and Formulating an Executive Model

Abstract
Background & Purpose: Today, mental assets are as important as physical assets. Organizations that realize the importance of knowledge are looking for its optimal management in order to use it effectively. In this research, the obstacles to the implementation of knowledge management in one of the defense industries are identified and an implementation model is presented for it.
Methodology: This research is descriptive in terms of purpose and applied research in terms of usage. The statistical population of the research consisted of 15 experts from one of the defense organizations who were selected by purposeful sampling. After extracting the dimensions and components from the theoretical foundations, a theoretical agreement was reached regarding the components of the model through the fuzzy Delphi technique.
Findings: The results of the research using statistical tests indicated the identification of twenty obstacles including four dimensions of structure, culture, technology and human resources and six components including the knowledge management process and focusing on the orientation of the organization. Based on the theoretical foundations, twenty-seven components of obstacles and the knowledge management process were confirmed.
Conclusion: Making effective changes based on the areas of damage and obstacles and the implementation pattern of knowledge management will result in effective investment and reduction of knowledge management costs in the organization.
