Abstract
Abstract
Context and purpose: The policy is focused on what the government actually does in practice, and its coherence is a very important and decisive issue for the realization of organizational, sectoral, trans-sectoral and national goals. This is more critical for an inclusive society in the field of labor relations. Based on this, in this research, the design of the coherence measurement and policy evaluation model in the field of labor relations is discussed.
Methodology: A mixed method was used in this research. Content analysis strategy was used in the qualitative part and descriptive survey strategy was used in the quantitative part. In the present research, firstly, the existing theories regarding policy coherence measurement and evaluation along with its components and indicators were collected from various sources and 17 academic and executive experts in the field of public policy were interviewed. Then, by using the method of document analysis and the text of interviews, the pattern of measuring coherence and evaluating policies implemented in the field of labor relations was identified. In the quantitative part, the statistical population of the research included experts in the field of policy making in the field of labor relations, and a researcher-made questionnaire of 59 questions was distributed among 368 of them.
Findings: A model for measuring coherence and policy evaluation in the field of relations was compiled with 5 dimensions, 11 components and 59 indicators. Based on the quantitative results, the model of the qualitative part was confirmed, and it was found that the stage of policy formulation and policy legitimization are the most important and influential stages in the model with the influence coefficient of 0.68 and 0.57, respectively.
Conclusion: The final model of the research will be a basis for evaluating the coherence and evaluating the policy in the field of labor relations. Government organizations can use this model to evaluate coherence and policy evaluation.
