Public Policy-Making Model for the Licensing Regulatory System With an Approach to Improving the Business Environment

Abstract
Background & Purpose: Improving the business environment is one of the key goals of public policymaking that can have direct effects on investment, employment, and economic development. In the Iranian licensing system, the complexity of processes, the multiplicity of decision-making institutions, and the lack of transparency have created significant obstacles for economic actors. The purpose of this research is to design and present a comprehensive model of public policymaking for the licensing regulatory system with the approach of improving the business environment.
Methodology: This research is qualitative and applied and was conducted with a content analysis approach. The statistical population includes experts and specialists in the field of policymaking and the business environment in the public and private sectors with extensive executive experience. Sampling was purposeful and conducted until theoretical saturation was reached. Data were collected through semi-structured interviews and a literature review on the subject, and for analysis, the Atread-Stirling coding model was used to extract basic, organizing, and overarching themes and to draw a network of themes.
Findings: Data analysis showed that the policy cycle of the agricultural licensing system includes three main stages: formulation, implementation, and evaluation. In the formulation stage, it is important to analyze the current situation, set clear goals, and design policy options with a digital and technological approach. The implementation stage focuses on executive capacity building, inter-sectoral coordination, and transparency of systems, and the evaluation stage includes measuring organizational performance, economic and socio-environmental impacts, and stakeholder feedback. The findings show that institutional integrity, process transparency, and the use of new technologies are key factors for the success of policy in improving the business environment.
Conclusion: Institutional integrity, process transparency, and the use of new technologies are key to success in designing, implementing, and evaluating licensing policies and improving the business environment.
