A Model of new Governance in the Iranian Metropolitans Administration

Abstract
The purpose of urban governance is to strengthen the urban development process in such a way as to provide a suitable environment for the comfortable and quality of life of citizens, in accordance with their social and economic characteristics. This research is an applied type for cognitive purposes, and a descriptive-survey one from methodological approach. The research sample includes 40 Iranian metropolitan areas. A researcher-made questionnaire was used to collect data. The results of the research indicate that the variables of ICT, social capital, spatial knowledge management, and globalization directly affect good urban governance, but the impact of "citizens' demand" on good urban governance was not confirmed. Also, the role of participatory culture as a moderating variable between “social capital” and “good urban governance” and the moderating role of local authorities between perceived globalization and good urban governance was not confirmed, but the role of participatory culture as a moderating factor between citizens' demand and good governance, as well as the role of “willingness of local authorities” was confirmed as a moderating variable between “ICT development” and “good urban governance”.
