Abstract
Background & Purpose: Considering the importance of innovation in the current economy, human resources have become increasingly important. Therefore, in this research, the model of innovative human resources in Iran's government organizations has been presented.
Methodology: The present research is practical in terms of the type of use, and a mixed exploratory method has been used in it. In the qualitative part, the theme analysis strategy were used to identify the themes. The statistical population of the qualitative section included 11 academic and organizational experts who were selected in a targeted non-probability way. The statistical population in the quantitative section included 520 managers, deputies and employees of government organizations, of which 220 were selected through the Cochran formula. Interviews and questionnaires were used in this research. Qualitative data analysis was done through three-stage open, axial and selective coding and MaxQDA  software, and in the quantitative part through confirmatory factor analysis and Smart.PLS software.
Findings: The research findings indicate the identification of five overarching themes (dimensions) and twelve organizing themes (components) which include 1. Individual (behavioral, motivational, personality/psychological characteristics) and 2. Native-state (governmental, human-valued) 3. Organizational (functional, ability/capacity building) 4. Process (institutionalization, measurement and evaluation, foundation and implementation) 5. Content (critical thinking, creative thinking.(
Conclusion: The final model of the research provides a comprehensive understanding of the dimensions of creativity and innovation in the field of human resources, and it can be used as a basis for managers' decisions and actions to develop human resources in Iran's government organizations.
