الگوی تسهیل یادگیری سازمانی در چارچوب جانشین‌پروری در سازمان‌های دولتی

چکیده

زمینه و هدف: در عصر جوامع بهبود عملکرد سازمان‌ها نیازمند برخورداری از کارکنانی توانمند است. وجود برنامه‌های جانشین‌پروری باعث اطمینان از وجود سرمایه‌های انسانی مورد نیاز خواهد شد. یادگیری موثر نقش مهمی در اجرای برنامه‌های جانشین‌پروری دارد. به لحاظ اهمیت یادگیری در این پژوهش به ارائه الگوی تسهیل یادگیری سازمانی در چارچوب جانشین‌پروری در سازمان‌های دولتی پرداخته می‌شود.
روش‌شناسی: این مطالعه، یک پژوهش کاربردی است که به روش کیفی و راهبرد تحلیل مضمون انجام شده است. از مصاحبه نیمه ساختاریافته جهت گردآوری داده‌ها استفاده شد. مصاحبه‌ها با 10 نفر از خبرگان به‌صورت گلوله‌برفی تا مرحله اشباع نظری انجام و تحلیل داده‌ها در سه مرحله استخراج مفاهیم پایه، سازمان‌دهنده و فراگیر صورت گرفت.
یافته‌ها: الگوی پژوهش شامل پنج بعد فرهنگی(ایجاد فرهنگ یادگیری مناسب، فرهنگ اشتراک دانش بین همکاران، فضای اعتماد و اطمینان در سازمان، فرهنگ یادگیری و یاددهندگی و فضای همدلی در سازمان)، آموزشی(آمادگی سیستم برای یادگیری، ارائه آموزش‌های ضمن خدمت و رشد فردی، راه‌اندازی حوزه‌های پژوهشی در دستگاه‌ها، کارایی و اثربخشی آموزش، سرمایه‌گذاری برای توسعه حرفه‌ای کارکنان، ابزار های یادگیری اثربخش و داشتن گروه‌های آموزشی فعال)، مدیریتی(احساس ثبات مدیریتی، سیستم ارزیابی عملکرد اثربخش و کارا، تمرکززدایی، تدوین چشم‌انداز و برنامه‌ریزی استراتژیک، شایسته‌سالاری، مدیریت جانشین‌پروری در سازمان، مدیریت یادگیری در سازمان و حاکم شدن تفکر سیستمی در سازمان)، نوآورانه(آمادگی برای پذیرش تغییرات، بازطراحی فرایندها و رویه‌ها، پذیرش ایده‌های نو در سازمان، پایش تغییرات محیطی و هوشمندسازی آموزش و یادگیری) و فردی(ویژگی‌های کارکنان و نگرش) است.
نتیجه‌گیری: تسهیل یادگیری در سازمان آموزش و پرورش نیازمند برنامه‌ریزی جامع در ابعاد الگوی پژوهش است.
