تحلیل اکوسیستم نظام نوآوری در سازمانهای نظامی

چکیده
زمینه و هدف: در سال‌های اخیر، نوآوری به عنوان یکی از عوامل کلیدی در توسعه و پیشرفت سازمان‌ها در تمامی زمینه‌ها شناخته شده است. سازمان‌های نظامی به دنبال ارتقای توانمندی‌های خود از طریق بهره‌برداری از نظام‌های نوآوری هستند. اکوسیستم نظام نوآوری در سازمان‌های نظامی، به مجموعه‌ای از عناصر و فرآیندهایی اطلاق می‌شود که تعاملات بین عوامل مختلف را در جهت تولید و استفاده از دانش و نوآوری تسهیل می‌کند. در این پژوهش به تحلیل اکوسیستم نظام نوآوری در سازمان‌های نظامی پرداخته می‌شود.
روش‌شناسی: این پژوهش با رویکرد تحقیق آمیخته (کیفی و کمی) انجام شده است. در بخش کیفی، با بهره‌گیری از روش فراترکیب، 88 منبع علمی مرتبط با موضوع از پایگاه‌های معتبر در بازه زمانی 2010 تا 2024 انتخاب و اطلاعات آن‌ها مورد استفاده قرار گرفت. علاوه بر این، از طریق مصاحبه با 9 نفر از خبرگان یک سازمان نظامی، مفاهیم جدید شناسایی و در مقوله‌های مرتبط جایابی شد. در بخش کمی، داده‌ها با استفاده از پرسشنامه مبتنی بر ماتریس ورودی روش دیماتل گردآوری شد. جامعه آماری این بخش شامل خبرگان حوزه نوآوری و تحصیل‌کردگان دانشگاهی بود که به روش گلوله‌برفی انتخاب شدند.
یافته‌ها: برای اکوسیستم نظام نوآوری در سازمان­های نظامی 3 بعد، 16 مقوله و 67 مفهوم­ شناسایی، دسته­بندی و اولویت­بندی شد. نتایج نشان داد که دو متغیر "سطح سخت نهادی" و "سطح نرم نهادی" به عنوان عواملی که بیشترین میزان مجموع اثرگذاری و اثر پذیری را دارا هستند (به ترتیب با مقادیر 2.06 و 1.89) در مجموعه عوامل به عنوان بازیگران مهم شناخته می‌شوند. همچنین دو متغیر "سطح نرم نهادی" و "توسعه و خلق دانش و فناوری" بیشترین مقدار تاثیرگذاری خالص (کسر میزان اثرگذاری از اثرپذیری) در مجموعه این عوامل، به ترتیب با مقادیر 1.27 و  0.62، را دارا بودند. از این رو این دو عامل به عنوان بیشترین تحریک کننده مجموعه عوامل به شمار آمده و نیاز است در طرح­ریزی­ها مورد توجه قرار داده شوند.
نتیجه‌گیری: بهبود هماهنگی بین سطوح مختلف نهادی و تقویت زیرساخت‌های علمی و فناوری می‌تواند به تسهیل فرآیند نوآوری در این سازمان‌ها کمک کند و به ارتقای توانمندی‌ها و کارایی آن‌ها در مواجهه با چالش‌های پیچیده بین‌المللی و داخلی منجر شود.
