چارچوب تحلیل قابلیت‌های فناورانه در محصولات و سامانه‌های پیچیده دفاعی

چکیده

زمینه و هدف: توجه به نقش و اهمیت روزافزون محصولات و سامانه‌های پیچیده دفاعی در کنار ماهیت بسیار متفاوت آنها با محصولات تولید انبوه و غیر دفاعی از یکسو و در نظر داشتن موانع جدی بر سر راه همکاری‌های فناورانه بین‌المللی برای توسعه این محصولات و شرایط خاص کشور ایران از سویی دیگر، در کنار برشمردن نمونه‌های موفق از توسعه این‌گونه محصولات در کشور، پژوهشگران را بر آن داشت تا به ارائه چارچوبی برای تحلیل قابلیت‌های فناورانه در محصولات و سامانه‌های پیچیده دفاعی به‌عنوان ابزاری برای سیاست‌گذاری و برنامه‌ریزی بپردازند.
روش‌شناسی: استراتژی انجام این پژوهش مطالعه موردی است که به فراخور مسیر پژوهش، در قسمتی از آن برای به‌دست‌آوردن مجموعه‌ای از قابلیت‌های فناورانه جهت توسعه محصولات و سامانه‌های پیچیده از فراترکیب استفاده‌شده است. مطالعه موردی یکی از نمونه‌های موفق دفاعی با مطالعه اسناد سازمانی و انجام 30 مصاحبه عمیق به منظور ارائه چارچوب نهایی صورت گرفته است.
یافته‌ها: در نهایت چارچوب به‌دست‌آمده، قابلیت‌های فناورانه را در پنج دسته استراتژیک، زیرساختی، پروژه‌ای، فرآیندی و محصولی به همراه معیارهای آنها و ارائه پیشنهادهایی جهت انجام تحلیل ارائه می‌دهد.
نتیجه‌گیری: در بخش نتایج نیز به ذکر برخی پیشنهاد‌های عملیاتی جهت کاربست چارچوب پیشنهادی در سازمان‌ها و ارائه پیشنهاد‌هایی برای مطالعات آینده پرداخته‌شده است.
