عوامل بازدارنده توسعه سازمان‌های دفاعی: رویکرد تحلیل سلسله‌مراتبی فازی.

چکیده

زمینه و هدف: در محیط به سرعت در حال تغییر امروزی، عدم توانایی تغییر سریع و کارآمد، معضل بزرگی برای سازمان‌ها محسوب می‌شود. سازمان‌ها برای کنار آمدن با محیط‌های پویای خود باید فرآیندهای کاری‌شان را بازطراحی نمایند. با این وجود، معمولاً ایجاد تغییر در سازمان‌ها با مقاومت همراه است. در پژوهش حاضر به موانع توسعه و تحول سازمانی از طریق تحلیل سلسه‌مراتبی با رویکرد فازی پرداخته می‌شود.
روش‌شناسی: پژوهش حاضر، از نظر هدف، اکتشافی – پیمایشی و از نظر نوع استفاده، تحقیقی کاربردی است و در آن از ابزار پرسش‌نامه برای گردآوری داده‌ها استفاده شده است. به‌منظور انجام پژوهش تعداد 26 پرسش‌نامه توسط خبرگان نظامی دارای تجربه مدیریتی و فرماندهی در ارتش جمهوری اسلامی ایران تکمیل شد.
یافته‌ها: یافته‌های حاصل از تحلیل داده‌ها نشان داد که موانع محیطی، سازمانی و فردی به ترتیب از مهم‌ترین موانع تغییر و توسعه سازمانی در ارتش جمهوری اسلامی ایران محسوب می‌شوند.
نتیجه‌گیری: برنامه‌ریزی برای مدیریت عوامل محیطی، تدارک منابع سازمانی و اصلاح نگرش‌های فردی می‌تواند موجب رفع موانع تغییر و توسعه سازمانی در ارتش جمهوری اسلامی ایران محسوب ‌شوند.
